Minutes of the Meeting of the Parish Council held on Monday 17th November 2014

at 7.30pm in the Church Room, St John the Baptist Church , Mersham

In attendance:     Mr G Eaton, Clerk to the Council, ABC Cllr Bartlett, G Kingston, Community Warden and 2 members of the public

 

1. Apologies for absence

Apologies were received from Cllrs Stewart and Smithers, ABC Cllr Davey and PCSO Huckstepp

 

2. Declarations of Councillor’s interests regarding items on the Agenda

There were no declaration of Cllrs interests regarding items on the Agenda

 

3. ABC Cllrs Reports & PCSO & Community Warden’s Report

G Kingston Community Warden gave a brief report and mentioned that there had been no reported crimes or issues in the Parish in the preceding month

 

4. Public discussion

The members of the public outlined a planning application they were proposing to make at Bower Farm Yard to create a Hollywood style restaurant specialising in hog roast. A number of issues around noise, lighting and parking were discussed. The Parish Council was generally supportive of the application as presented but asked that their concerns be addressed

 

5. To approve the Minutes of the Meeting held on 20th October 2014

The Minutes of the Meeting held on 20th October were approved and signed

6. Matters arising

The quote to remove and/or replace the damaged mushroom roundabout was discussed. The Clerk was asked to contact ABC to find out which suppliers they used for new playground equipment

8. To discuss producing a promotional video of Mersham Village

There was a general discussion about producing a promotional video about life in the Village of Mersham to promote and showcase the Village. It was agreed that this was a good idea and that Cllr Fletcher should discuss further with the Village Alliance

C Local Needs Housing

The Local Needs Housing scheme in Bower Road was progressing and a planning application was expected in the spring

There was a discussion about the recently submitted planning applications and various objections discussed. It was thought that the applications would go to the Planning Committee in March 2015 (to be confirmed). It was agreed that it was vitally important for the Parish Council and Village Alliance to be represented at that meeting to strongly represent local objections

Action by

11. To consider Highway and footpath matters

Cllr Fletcher reported that he had received an email from KCC PROW to confirm that all the agreements relating to the new Mersham footpath had been drawn up and were ready for signature. It was hoped that works would take place in early January

 

12. Article for Villager Magazine

The Clerk was asked to include the following in the next edition of the Villager – new Mersham footpath, the playground and cyclists having adequate lights

Cllr Wells reported on the recent jumble sale at the Hall

Cllr Oakley-Hills reported on discussions with Kent Highways about excessive speeding and the need for new yellow lines along the A2070 near Barrey Road

There were no developments of note

Agreed to be deleted from future agenda

E  KALC

There were no developments of note

There were no developments of note

 

14. Any Other Business

The Clerk was asked to arrange for a Christmas tree to be supplied and planted up as in previous years

There was a brief discussion about producing a pack for the new residents of Finberry welcoming them to the Parish. Pack to include list of Cllrs and meeting dates. Clerk to draft and circulate to Cllrs for comment

The next Meeting will be held on 19th January 2014 at 7.30pm in the Church Room, St John the Baptist Church
