Minutes of the Meeting of the Parish Council held on Monday 20th October 2014                                                                

at 7.30pm in the Church Room, St John the Baptist Church , Mersham

Present:                Cllrs Fletcher (in the Chair), Turley, Wells, Oakley-Hills, Phelan and Whitehead


In attendance:     Mr G Eaton, Clerk to the Council, ABC Cllrs Bartlett & Davey, G Kingston Community Warden, 10 members of the public and two guest speakers from ABC Planning


Cllr Fletcher introduced the two guest speakers from ABC Planning Roland Mills and Simon Coles to consider and discuss the Sevington development proposals (14/00906 and 14/00910). There was a full and detailed discussion about the applications and numerous objections were raised and considered. Roland and Simon outlined the various stages of the planning process and answered questions about the applications. The members of the public asked questions and stated their objections to the applications. Cllr Fletcher thanked Roland and Simon for attending the meeting and for their contribution and urged everyone to write to ABC by the end of October with their observations comments and objections to the applications


1. Apologies for absence

Apologies were received from Cllrs Stewart, Hanson, Murphy & Smithers and PCSO Huckstepp


2. Declarations of Councillor’s interests regarding items on the Agenda

There were no declaration of Cllrs interests regarding items on the Agenda


3. ABC Cllrs Reports & PCSO & Community Warden’s Report

G Kingston Community Warden gave a brief report and mentioned the review of the Community Warden Service and handed out some literature about the consultation


4. Public discussion

The members of the public participated in the open session regarding the Sevington development planning applications


5. To approve the Minutes of the Meeting held on 15th September 2014

The Minutes of the Meeting held on 15th September were approved and signed

6. Matters arising

Cllr Fletcher updated the meeting on the accident on the mushroom roundabout and the Clerks ongoing correspondence with the Insurance Company regarding the claim


The Clerk reported that the firm who were due to repair the mushroom had come back to say they were unable to repair it after all. Clerk to get quotes for its removal and supply and installation of a similar unit

8. Additional Parish Councillor for Sevington

The Clerk reported that he was trying to get a response from ABC about this issue – Clerk to advise Cllrs when a response had been received


9. Village Handyman Scheme

Cllr Fletcher updated the meeting about the progress of the scheme detailing recent meetings and the proposed list of duties the handyman would undertake. It was agreed that the Parish Council was very interested but was not able to commit until all the issues including around funding had been resolved

The Clerk circulated the Finance Report for the period 1st April – 30th September 2014 and the figures were considered and discussed. The Report was approved.

To discuss the planning applications and the comments/objections received via emails and frame the Parish Council’s formal response to the applications.

There was general discussion about the earlier presentation and the public discussion. It was agreed that Cllr Turley draft a response to the two Sevington applications and circulate for comments before submission to ABC by the Clerk


12. To consider Highway and footpath matters

Cllr Fletcher reported that matters were progressing


13. Article for Villager Magazine

It was suggested that the following be included in the next edition – Speed camera, Local Needs Housing, the Sevington development planning applications (including the Parish Council’s comments)


14. To consider Reports

A  Village Hall

Cllr Wells reported on the Village Hall Committee Meeting held on 13th October – lettings were currently good but the recycling grant had been withdrawn by ABC. The Finance Report was presented and approved

D  School

Cllr Fletcher reported that he had resigned as a Governor

15. Any Other Business

The Clerk was asked to update the website with recent Minutes and the forthcoming Meeting Agenda (and update contact details)


Letter to be sent to Mike Simmonds re The Barn, Church Road re plans for repair and removal of tarpaulin


There was a discussion about possibly producing a short video highlighting the attractions and virtues of Mersham Village (including the School, pub and photos) which could be used to promote the Village. To be included as an agenda item for the next meeting


16. Date of the next Meeting

The next Meeting will be held on 17th November 2014 at 7.30pm in the Church Room, St John the Baptist Church
